use a wire brush to scrape off the rust, clean,peime with a metal primer, allow to dry, and use a paint formulated for exterior metal railings
Sand any rust off. Use Rustoleum Oil based paint. You can use Rustoleum 2X spray paint but there may be quite a bit of waste and over spray.
