wow lathe and plaster...very old home with that in walls. You may want to consider redoing the walls by removing the lathe and plaster and replacing with insulation and drywall before worrying about removing wallpaper. I say this out of personal experience.
Hi, The best way is with a wallpaper steamer. You can get one at Lowe's, Walmart etc... or, you can rent one!

I have an old house with plaster walls too and have tried everything to remove old wallpaper. The best I've found is a product sold at Home Depot specifically to remove wallpaper. I'm sorry; I can't remember the name, but it works the best. Even better than a wallpaper steamer. It even removes wallpaper that's been painted over.

spray well with hot water, let set about an hour or so, it should come of easily.

Use the tool from the wallpaper section that allows you to put little holes in the paper. Then I use water with a little bit of fabric softener and spray on the area and wait about 10 minutes and start scraping. Just be patient
