Is ceramic paint really good on exterior walls

Basement walls are next to cement blocks, doesn't look like insulation was used

If you are talking about the exterior wall, use an exterior paint that is made especially for cement. There are some things I would not get creative or use substituions for. -

Can you get in there and paint a moisture barrier on the cement? I wouldn't use an enamel paint on cement without a moisture barrier, it may not stick, and works likely chip off, not to mention, take forever to dry -

If there is any dampness in your basement it is best to use latex paint so that it does not blister. -

If you're painting your basement walls I'd use a masonry sealer, primer and paint to get a good job done.
