If you are talking about the exterior wall, use an exterior paint that is made especially for cement. There are some things I would not get creative or use substituions for.Helpful Reply -

Can you get in there and paint a moisture barrier on the cement? I wouldn't use an enamel paint on cement without a moisture barrier, it may not stick, and works likely chip off, not to mention, take forever to dryHelpful Reply -

If there is any dampness in your basement it is best to use latex paint so that it does not blister.Helpful Reply -

If you're painting your basement walls I'd use a masonry sealer, primer and paint to get a good job done.Helpful Reply -
