Have it sand blasted or sand it yourself. Chemical strippers are smelly and can be toxic.
If you're planning on repainting it, you can use a spray paint like Rustoleum and not worry about getting all the paint and/or rust off. I simply do a quick rub with sandpaper or a wire brush to remove big flaking pieces of the piece. Then spray paint in the color of choice.

Aside from sandblasting it, you can sand it, or just paint over the existing paint
I would sand it down with a sander or sandpaper block.
