Have it sand blasted or sand it yourself. Chemical strippers are smelly and can be toxic.Helpful Reply -

If you're planning on repainting it, you can use a spray paint like Rustoleum and not worry about getting all the paint and/or rust off. I simply do a quick rub with sandpaper or a wire brush to remove big flaking pieces of the piece. Then spray paint in the color of choice.Helpful Reply -
