Is there a reason why it has to be gel?
I know you asked about gel stain, but if I were re-doing a vinyl lounge chair I would use Rustoleum Specialty Vinyl spray paint. It has good coverage and durability, and the spray can makes application quick and simple.
Minwax is a great one. That' s what my dad and grandpa used. It comes i jell and regular as well.
I would use vinyl spray paint or sometimes it's called fabric spray paint. Check out Amazon and you will see several with 5 star ratings. I have used one and it improved the way my $2.00 thrift store chairs looked 100....They were cream & now they are matte black... it looks like leather, until you touch it. I'm very happy with the results. I hope this helps!
Rust-oleum Fabric and Vinyl paint has a fantastic reputation for coverage and withstanding long-term use without cracking, although seems to take a while for the shape to return after sitting on it a long time. The only problem with it is that it will chip if picked at, so if it is a chair used a lot you might want to use Rusto-oleum Specialty Vinyl.
