Since it is within easy reach, wait until dusk/dark when they slow down or pre-dawn. Spray with hornet killer and knock down at a distance using with a broom stick. It will peel off in layers and you'll most likely see eggs, crush them with your shoe. Repeat until they are gone. We had a huge one under our soffit.
I would spray the nest, and enclose it in a black plastic bag. Take it down carefully after you see no activity. Definitely would not leave it on the railing. I read where spraying WD 40 under railings and porches keeps wasps and bees away. I did that several months ago, and so far have not seen any more nests.
