My granddaughter wanted to be Wonder Woman for Halloween. So a simple tutu with stars was requested from her Grammy (me).
make it yourself!
My granddaughter wears a size 4 (she actually is almost 4) so she's still fairly small. I used a crochet headband for the waistband. While watching tv one evening (keeping in mind I've made several different ones for her before), I stretch it over my leg (I have also used a small wastebasket before and for the demonstration here, I used a tissue box, but, it is easier to use something with a rounder shape) just to make the holes easier to loop through. You cut a length of tulle twice as long as you want the skirt to be, fold it in half, slide the loop part through the opening in the band, pull it through the opening above, and pull the ends through the loop. Snug it up against the band and work your way around the band until you have the fullness you want. You can add another row above the first one if you want it fuller. The stars were traced onto white felt and attached with fabric glue. You can use the crochet headbands (they are inexpensive and available in stores and on Etsy) for adults, too, but, you will need two or it will be too small. Cut them near the sewn together part, piece them together for a snug but not tight waist band - I hand sew them together - and you have a waistband for an adult.

The t-shirts were inexpensive ones from Walmart and Target, although such a simple design, I'm sure it could be done with some basic crafting skills.

You can also use ribbon (as I did in this picture) for the waistband or elastic. The ribbon waist would have to be long enough to tie securely. The elastic would fit like any other waistband, when measuring and sewing - snug enough not to slide down, but loose enough to be put on. This is easier with someone older, with hips! However, something soft and stretchy like any open weave, crochet type headband works great for the little ones.

My granddaughter likes one for every special occasion, and your only limits are your imagination. All supplies are available on Etsy if you don't have a local store with supplies.
