Leslie D on Mar 31, 2012Sounds like perhaps your main valve is stuck. Open and close it several times to try to loosen it. If you have hard water in your area, the calcium deposits could have frozen the valve in the closed/nearly closed position while water was off. Your main shut off valve may have to be replaced. But, before replacing that valve, check to make sure that your water is fully turned on at the street, open your main valve and see if the meter is moving. You may also have a leak underground between the meter and the house that is causing the problem. If the meter is moving and you're not getting water, you have an underground leak.Helpful Reply

KMS Woodworks on Apr 01, 2012One common problem it my area due to cold is where an outdoor tap will be left with a hose or some other type gizmo on it through the winter...this causes it not to drain...then it can freeze and crack the outlet pipe downstream of the seat. When the tap is used it will leak into the house. Swapping out a outside tap is not overly hard, but it will require that the water is fully turned off...if you main valve is faulty to this may need to be done at the street using the city tap shut off.Helpful Reply
