Gardening: knockout roses

My FIL's knockout roses have some thing resembling foam or soap suds at the base of 2 of his plants...what is it and what can we do about it?

    Spittlebugs on my Perennials, Roses and Shrubs...I found a Spittlebug enveloped in a foam mass right in the crux of my Coreopsis Zagrebfeathery leaves. Tiny in its early stages, and a very light green in colour, there is only one Spittlebug within the foam. I also found some foam masses on my Liatris and my Flower Carpet Roses. The image above shows what the foam looks like and is easily cleaned off by hand or by the waterhose.
