What is this: Weed or a Keeper?

This plant has appeared for the past three years and every year I say I a going to pull it, then reconsider thinking "next year" it may get flowers or do something to change my mind. It gets full sun, in heavy, dry clay soil. It has not grown wider by much over the years. Any help is appreciated-thank you!

It is some species of Cyperus grass and the brown puffs at the top are the flowers/seeds.The weed nutsedge is a Cyperus and is very invasive but since yours hasn't spread I would say it is one of the ornamental types that don't reseed. Papyrus is a member of this family.
