To me, balloon shades are easier to make than roman shades. Hometalk has an example of roman shades using small tension rods that looks very easy.

Both styles would look best if under a boxed valance. But both are rather dated styles. Look at some fresher valance/shade ideas in some designer sites before investing.

They sell the square oblong boxes that are used as a valance. All you have to do is staple the material on to it. Hobby lobby even has severAl styles displayed, for ideas. Very easy to make. Or make your own box with wood and add the foam and cover to it.

Another idea, if you like the 'Shabby Chic" style. I've seen some really cute ideas on pinterest where they used different type of lace, burlap & ribbon strips. Very, very cute!
