I think you could use glitter felt in white to achieve what you are looking for. Many stores carry it around Christmas time but you could probably find it online.
glitter works wonders for snow
I like to use the artificial really fine snow you get at Christmas time. Any glue you can put on the picture will work. Just add the snow on top of it while the glue is wet and then shake off the excess.
WHITE CLEAR AN SILVER
Hi, what I have found to be very useful for that purpose is a product called Stickles glitter for scrapbooking. If you look on Amazon or Google it it should be pretty easy to find. Even some local scrapbooking stores will carry it. I would purchase the iridescent white because it looks more like snow. The reason I would use this product is because it's not messy. It is contained in a clear glue like substance and dries quickly. It is easily applied and can be wiped off if you make a mistake before it dries.
I have used it for many winter scrapbooking pages. I have even used it on fabric and hand-painted wedding aisle runners that I have made and eating a little glitz. Good luck to you. 😊
