Turn the supply shut off near the top of the heater, there should be a drain valve close to the bottom of the tank. Open that valve and water will drain. If you have a floor drain close by, let the water drain. If you don't have a drain close by you can attach a hose to the drain valve on the heater. If you are just draining for monthly maintenance, drain about a gallon of water into a bucket.
Turn off the power and then turn the water valve off. Attach a hose to the drain at the bottom of the tank and open the valve where the hose is attached. Once you open the pressure relief valve on top of the tank the water should drain out.
