Those deck over products have tons of bad reviews. Cracking and peeling within two years. Scraping is just about the only way. Some people had to replace deck boards and even complete decks. There are some class action lawsuits against manufacturers.

Bewáre folks! DECKOVER doesn't really last and is impossible to remove bits and spots of it
We used duckback wich lasted one year . Caused rusting ,pealing and pulled sap out of the boards. Would like to get my money back but sherwin williams and manufacturing deny my claims. Tried pressure washing and heat gus but just made it worst,

I tried sanding with a floor sander with 36 grit sandpaper. I just buffed it smoot so it was even tougher to get off. Used Olympic deck stripper and it took off bits and pieces. In short, used deck stripper 4x and been sanding it with a large floor sander non-stop. I’m just going to keep plugging at it as there is some really nice cedar underneath.

We’ve actually been working on removing Deckover from our deck the last few days. Proving to be a daunting task. First we power washed it and now we’re using Klean Strip Premium Sprayable Stripper to get the remaining paint off. It’s very time consuming, but it is coming soon off in large sections. I’m planning on using wood filler for any damaged boards and then a product by Sherwin Williams that is similar to a gel stain. Praying we get more than a couple years out of this one. Not fun having to do this every other year.
