I would take pictures of the problem, and send them a certified letter return receipt requested (green postcard) of the damage stating you will not be responsible. Keep copies of everything.
It does look like the drywall nails popping up, versus having used screws that were slightly below the drywall surface.
The thing is I can feel and push on the bubbles. They are in several random places on the kitchen walls and in the bathroom walls abd ceiling.
This type of bubbling often occurs when you use a latex paint over an oil paint without first using a primer. It can also occur if a latex flat is used over a high gloss paint.
This kind of a problem does not show up immediately, but rather over the course of days/weeks. Any any case, a primer should have been used, or at the very least a paint w/primer. Notify your landlord/property manager and let them know you expect it to be taken care of immediately. They will need to sand out the bubbles, prime and then paint. It is not your responsibility, my advice, do not take it on.
Defintiely not a clean spot when they painted and for sure the wrong paint like mentioned already.
