Antique coffee urn spout repair

I have an old 1920's coffee percolator urn that I would like to use. It works with the exception of the spout to dispense the coffee. The spout handle does not turn at all. I have cleaned the inside and outside with a brush and hot soap water to try and "loosen" any buildup around it. No luck. Anyone in the know about these? thank you

Perhaps trying to soak it in vinegar? Hare water build up over the years can cause all sorts of issues.

There is a product called CLR which I've used for that kind of thing.
