No. laminate is not porous so it would not take stain. You could paint it but I think it would scratch and chip easily.
You can stain over stain with Minwax Polyshades.

No. Laminate is pressed cardboard covered with plastic coating by another name. Plastic does not take stain the way real wood does.
Considering the cost of materials, and your time, I would question why anyone would want to attempt this when the results will not be durable the way any flooring should be.
The results most likely will look like a botched diy job, will not meet with your expectations, and will result in a huge expensive job having to remove the whole shebang!
If your budget does not allow removing all the light colored lamintate, and having a darker color flooring newly installed, then the best option would be to purchase an area rug that you like.
Laminate floor is not real wood, its a photo of wood laminated over a substrate. So therefore you cannot sand or stain laminate.
I have used gel stain over laminate and plastic cupboards and it does stick. It would have to be top coated though, and I don't know if you can do that over a floating floor. You wouldn't need to sand, just lightly scuff it with steel wool and a deglosser.
