Yes you can. Please remember rattan soaks up the paint so you may need an extra can. Use the Krylon for plastic.

Yes you can paint, or you could lightly sand arms and use a spray-on spar varnish. If the color has faded on the arms after a light sanding you can first use a light coat of matching stain, then varnish when dry.

We had some old rattan that I wanted to repurpose to the covered outdoor post. The finish was already looking a bit worn but I sanded any chipy edges, used the pressure washer, and then rather than spray paint, I chose an old paint brush and did more of a sparse "white wash" finish for an old frenchy shabby chic feel. I did not give any spray laquer or sealant as I did not want any shine, but now 3 full summers later they still look great as they are again...under cover.
