Yes, you can paint carpet. There are many sites that tell what kind of paint to use for the type of fiber your carpet is made from. You can also paint upholster.
Carpeting holds a ton of issues, which you will see if you ever pull it up. You will find so much dusty weird stuff and then you find out its dead skin and dander and dust and you realize its no wonder you are congested all the time. You can always paint the cement floors, or do a low cost treatment like decoupaging paper sacks to it, then using area rugs that are easy to pick up and wash.
I agree - I had carpet torn out and vinyl flooring put in and I feel so much better in my own home! The benefits of a quick broom/sponge mop/vacuum, and I know I'm getting ALL of the dirt, dust etc. Vinyl flooring has come a long way - there are large "tiles" that click together for an almost seamless look. There are 'pet-scratch' proof materials. These are backed by a thin layer of foam and cork, so it's quiet, and not cold for bare- or stocking-feet year round. It's almost fun nd takes just few minutes to easily clean my floor. Best of all, I can disinfect it, too with floor cleaner now and then. Try THAT with carpet. Hope you find a solution - if you decide to dye/paint the carpet, I think a rental sprayer would be the easiest.
