1 coat. They are still tacky. What could be the problem

Were the sashes totally dry price to painting?
Preparing the sills before priming would have solved your dilemma. Washing with TSP (a gritty powder you mix with water) and then let it dry thoroughly before you primed it would have helped. Also, humidity and air temperature are factors to consider when painting.
Humidity in the room .........put a fan in the room over night should help
