If you are painting... you should be able to use whatever you have.. water base is easier to clean up. you may want to prime if the wood is very dry (soaks up lots of paint)

Depends on where you're using them.Oil base holds up better outside. You can use either on interior places. Use a primer to save on paint. You may have to use sandpaper to smooth surface before painting
