Hi Terry! That would be paper maiche'ing... Use one part flour to three parts water, it should look and feel like white glue with no lumps. Make sure you use gloves when applying or you will be picking hard gunky stuff from under your nails for days!
One part flour plus one part water. If to thick add small amount water. To thin add sm amount flour.

Here is another option... use liquid starch (not the dry mixed with water) and colored tissue paper. Form over a balloon (or a deflate-able ball like a beach ball ) let dry really well and remove balloon/ball
I have seen this done (orange then painted like a "Jack-o-lantern") then taped over a flash light for use trick or treating.. create 'gussets' by cutting tabs along the small edge to hold onto light better.
