Get a glass and tile drill bit--- the kind that's used for drilling tile-- and a bucket or pan that is taller than the bottle. You need to drill the bottle while the bottle is submerged in water or the hole area is being covered in water.
To do that, put the bottle in the bucket or pan and cover with water. Or create a dam around the hole area with modeling clay or hot glue and fill the area with water.
DO NOT SUBMERGE the drill, just the bit.
