im not sure...most of the time ive done paper images on a pillar type candle it's been under a clear wax coat.
You can decoupage anything. Most large candles don't burn on the outside just down the middle. If it is not a wide candle be sure to put it some place that if the paper catches fire it wont burn your house down.
I don't see why not. As long as you don't try to burn it.
Yes, use melted wax instead of glue. But burning them isn't safe.
