Yes, paint will behave differently if it's acrylic or oil. If acrylic, it may bleed so be sure and use painter's tape. Oil is more stable, but taping off your design is always advisable (unless you're going free form). Make sure the rug is clean, clean, clean. Good luck!
You did say "old". It may be that the rug fibres are too worn out, and no longer have enough substance for the the paint to adhere to. The result might be blotchy, uneven, and not hold up.
