Why not use a sprayer and scrap the popcorn off , however if you want to paint you need to use a roller which has a big nap and will work between the popcorn

Painting Popcorn Ceiling
Don't paint over the popcorn. If you do it will be there forever. It's super easy to scrape off. Spray with water and scrape. It comes off like oatmeal.
A bit pricier than paint, but so less messy! Cover over with wood planks (like ship lap), or glue on ceiling tiles.
There are paint rollers especially for this type of ceiling. My DR is textured not 'popcorn' and a regular roller or one with thick nap has worked. Bathroom is right about DR and over 41 yrs. residency have had 3 horrible incidents where wax ring on toilet has leaked water straight down into the DR. That is why I keep surface textured a/c you can repair damaged area(s) without removing the entire ceiling. And, anyway, I like it.
