If it is fairly fresh plain water should work just fine. I've even cleaned up after a couple of weeks.
I used to use a product called Sand & Sealer; however, with the suggestions above, I have another question - do any of these products damage the oil based paint and, if so, what do you do? Sand it off and start over?
