A hot air balloon is basically a "beach ball" with a long skirt.
You could build one using a tomato cage as a base and a large ball for the round part of the form. Cover with fabric or paper mache type material to build your balloon.... but the liquid would have to be a glue that does not break down when wet.
A "rip stop" nylon is good for outdoors, does not fade easily... and is light weight.
Check on Pinterest and see if there are ideas there
An exercise ball would be a great size for the balloon part.
