Soak in boiling water. Wait 1 hr. then dunk in cold water. That will loosen up the paint. Clean with non-abrasive cleaner. Buff and seal. Good luck.
I believe you can put baking soda in water and boil the fixtures in the pot. Use an old pot and 1/4 to 1/3 cup of Baking soda and enough water to submerge the hardware and let it simmer or cook for about an hour.
