Perhaps you just need to replace the fan with a better one with more air flow. You could just put it in the same spot.
Use primer and apply paint that is made for Bathroom or high humidity.
maybe seal it with a water resistant sealant
I agree with Florida. Scrape all loose paint. Prime wit a good stain blocking primer like Zinsser 123, Kilz, or BIN. Then paint with a bathroom paint.
I covered my bathroom ceiling with new corrugated tin, four 14' sheets did the whole room. Then I put barnwood on the walls and added rustic decor.I love it!
I would scrape the loose stuff off, and then prime, and then paint with a good kitchen and bath semi-gloss paint. I too would invest in a new fan for the same spot as old one, other option is to add a small heater in bath and use afterwards to dry it out quicker.
