I don't know if there is a paint that will not fade in the hot intense Florida sun. It can be awfully brutal between the heat and humidity. Check with a body shop, or someone that does vinyl repair on furniture and cars.
I know that I have seen paint for auto vinyl at my local Pep Boys... and if they carry it, then other places will too... Rapid fading will depend on color and where you live (in AZ everything fades in the heat and sun) Covering the dash or using the window shades will help with fading.... but you have to USE them.
Go to the auto parts store and get some paint made for vinyl dashboards.
You can talk with the sales people at the auto parts store about the fading. Using a sun shade like Marty suggests. As for the headline you could use hot glue to glue it back up or the auto store can advise you on that.
We used this https://www.walmart.com/ip/LOCTITE-CORP-ACG-2235317-Spray-Adhesive-Clear-13-5-oz/773519876 to adhere our headliner back along with the use of a butter knife but you could use a putty knife. Our headliner has never came down. Expect sticky fingers and use kleen greene or orange clean to get the sticky off. No suggestions for the paint peeling, sorry.
