Can I paint my popcorn ceiling?

I would call Rustoleum and ask them .
There is wood or chemical residue coming through the paint. Re-prime your cabinets using a shellac based primer (Kilz is one brand), not latex. The shellac dries very quickly and forms a hard, impenetrable seal to prevent "bleeding". Then paint your cabinet again.
Take photo to store you purchased paint, ask for quidence or later a refund may have to scrap sand to prep
So sorry to hear this - you needed to sand and prime first. You will have to do it over, sanding and priming first.

Almost always sand and prime. I know it is an extra step but you need to make your surface as prepped and ready as possible. What you apply has to have a good surface with teeth so the new finish can grip onto it.
