How do you remove wallpaper?
Wallpaper has been on the wall for 17 years, it's time to refresh with paint. How do you take the paper down?
Steam it off. You can rent the steamer and scoring tool from a hardware or home improvement store. Use the scoring tool till your arms want to fall off. The more holes in the old paper, the more steam seeps in and the easier it will be to remove.

Best Way to Remove Wallpaper
I agree with Naomie, a steamer is the way to go.
Steaming really works. For small areas spray the paper with Windex and give it a minute to set in. Then gently peel away!
warm water and fabric softner in a spray bottle if you dont want to rent a steamer
Use 1/2 fabric softener 1/2 water in spray bottle. Sharp putty knife. Take edge of putty knife & cut wall paper in criss Cross pattern not to deep. Spray & let set for a few minutes & use putty knife by where you did the criss cross cut & it should start to pill off, if not spray heavier on the area only spray in area you are working on. When all off wash with 1/2 water & 1/2 vinegar to get glue off wall. Good luck.
It's a long job, but you can rent a steamer that will loosen the paper which you can then scrape off. If you are lucky , some of it may come off in sheets!
This works like a charm----- score the paper with a wallpaper scorer and then rub a mixture of water and liquid fabric softener on it. Wait a few seconds. The paper should peel right off. It is amaziing!
