You can spray paint it with Rustoleum or Krylon for outdoor plastic.
Sherwin Williams has a vinyl paint formula that works very well. I repainted exterior shutters three years ago and they have held up very well, no peeling or blistering. Just clean your project with liquid sandpaper first, then apply 2-3 thin coats of the paint with a stiff bristle brush, then sit back and enjoy!
Yep. I've had the best luck with Rust-Oleum's Painter's Touch spray.
I think painting that vinyl cover would be a bad mistake..it would dry and crack...why not just replace the vinyl?

Personally I’ve had trouble using this spray paints on plastics even the ones made for plastics use for Adirondack chairs exposed to the outdoor environment. The finish does not last.
We wanted to paint PVC plumbing in our laundry room and was recommended this primer at Lowe’s. Worked great on the plastic pipes and has a binding agent for glossy items in it. If you were looking for a sealing binding primer this would be the one to consider. Im now using it for multiple projects its thick like pudding.
