Not sure why you would want to do this - but make a slip cover for the chair and a cushion.
You could make a slip cover that you can put pads into for the back, seat and handles that you can slip on. I have one of those for hubby and they wouldn't be very comfortable without plenty of padding if you plan on sitting on it very much.
Shower chairs are made specifically with a non slip surface. It would be a shame to cover this surface when it could be used by someone else who could really use it. Instead of spending the money trying to reinvent it into a piece of furniture that it was never intended to be, why not donate on it to a "better home".
I would make a padded seat and then cover it with a slip cover. Find a fun fabric :)
