Just buy the saucer piece from a planter in the right size and put it in the bottom of the birdbath. You won't see it if it isn't higher than the birdbath lip and fill it with water. If it is lightweight, you may want to put stones in it so it doesn't blow out if it is empty.
You need to repair it with a epoxy glue for iron
I'd suggest trying exterior silicone caulking in clear. It will fill in the area, dry clear and is waterproof! Best of luck.
