I understand that heating contractors do something they call "balancing the system". This is supposed to keep all rooms at the same temperature.
Your registers should have a handle that will close it. If the room is too warm you close or partially close the register. If that does not do the trick you will need to bring in a heating contractor.
having spent quality time taping up the duct work for the heat registers, mine have levers that will open a flap to control the air flow...on the duct work, and on the register. my basement is not finished...so its an easy fix for me.
Make sure all the flaps to your air ducts are opened. Also if your ducts are on the floor make sure you vacuum the dust out, sometimes it blocks the flow of air.

Rather than adjusting/moving the ducts, which you can't - you can close off or open vents that's all. I would use a small fan like the ones that fit up (heat rises) in the corner of a doorway to blow the heat to the rooms you want warmer. You see them in a lot of homes with wood burning stoves to move heat around.
