You may have to have it sandblasted.

It is possible (bu improbable) that pressure washing can do this... sandblasting (or bead blasting) would be more certain. When renting tools, get one that WILL do the job, don't spend time & money guessing.

For the future, if you repaint, use epoxy paint. And be careful to follow instructions... moisture may ruin the result.

Sandblasting will do the trick. Choose walnut or almond shells and when you are done, you won't have actual sand everywhere. The local birds love it!

Power sprayer, used safely.

My mother in law had steps that were is sad shape that had paint and glue on them. Hubby sanded it and scraped all he could get off then used deckover on them (homedepot) While these steps are not heavily used it has been 3 years and they still look as good as they did when he painted them. He used a brush to make sure it was worked into the cement well and gave it 2 coats.
