They usually pry/jack up old cement walk panel if still intact, and put gravel under there to re-level.
You can top coat cement. The original needs to be power washed and etched with acid. Then a 2 inch layer can be poured (any thinner will flake off). Good luck.

You must RIP out ur old concrete first. We do this because if water or debris is underneath it could damage the new concrete esp if water gets into the old concrete. Then u would just have more concrete to rip out
Yes, what Barbara said...if that is too expensive, then call a mudjacker..they give free quotes normally..
Start over. Perhaps hire someone who knows concrete.
