Hi Marjorie. First make sure the paneling is cleaned well. Then use a oil base primer. The oil base is more expensive but works a ton better on paneling. I used the latex and ended up having to go over with the oil base. Then paint your color on.

Make sure the paneling is clean and dry. Prime with a good stain blocking primer like Zinsser 123 or BIN. Then paint like painting regular wall. If the paneling has grooves you can fill them with drywall patching compound. Let it dry overnight. Next day use a damp sponge to smooth the patch. Then prime and paint.
I agree with 1st suggestion - oil base primer. I also cleaned the paneling like crazy & lightly sanded it. I also changed out the molding along the ceiling to a wider one to get a “new look”.
