Use masking tape. Make the first one "true level" and measure up from that first line.
Horizontal is difficult because ceilings and baseboards not being level, but it can be done. I suggest you use chalk and mark your lines before you start and step back to see if the visual is pleasing and not "off". If it seems off, remove the chalk and start again. It may not be level, but it needs to be visually correct. About color: you can use a darker or lighter version of what you have now, or use a color that is opposite your green on the color wheel -- which are in the yellows, oranges, browns and reds. Do what you like. Good luck.
Use a level to make lines on the wall and use blue painters tape. Make sure you paint "away" from the tape when painting the stripes so the paint doesn't get under the tape. Let the paint dry completely before removing the tape. The dryer the brush the less chance of the paint bleeding under the tape.

You're welcome, Maria! I didn't read all the way through and answer your question....I would pick any color that's in something in your room (a pillow, curtains, etc) and use that for your accent color stripes.
