Clean,and use a primer
My son has recently painted his staircase which was shiplapped,he used Annie Sloan chalk paint straight onto the boards sorry can’t show you a picture but it’s fabulous.

Use a primer to make sure the stain doesn't bleed through and then you can successfully paint over the boards.
I would use Kilz as a base coat. I’ve done this before and it works very well.
The absolute best product to use is bonding primer...it will adhere to anything and then accept the new paint flawlessly.
