Instead of paint, consider solid concrete/masonry stain. It will penetrate the concrete, not just sit on top. It comes in many colors and you can sometimes have a custom color mixed up. I have found that the color tends to be lighter after it is applied, so you might go a little darker than you think you want. The stain can be rolled or sprayed on and won't flake off like paint.
Anything can be painted. With the proper prep and paint, a good job will last about 3-5 years before touch-ups are necessary. If in a sunny area, as with anything, the paint will fade.
