You should get Kilz from one of the big box stores, then you will need to repaint the whole ceiling.

If you use Kilz, you'll need to get a spray can with the red top. The paintable Kilts will not work as well.

Stop with all the un-necessary work! Get a spray bottle put half water and half bleach spray lightly wait till that dries and respray. Depending on the type of stain you might need to spray (lightly) a couple of times. Spot gone!
It sounds like you have 2 different questions. To remove the stain first try using a spray bottle with a 50 50 mix of water and bleach. When I did my stain it took 3 sprays about 20 minutes apart. The only problem was I had to wash the tire ceiling after! It also sounds like you want to remove the texture. This gets messy. Working in sections, spray with plain water, use a trowel or putty knife to scrape the texture off.

i had a spot like this in my bathroom. Fixed the leak and then the handyman told me about the bleach trick and it worked. Have to be careful with it though as it can cause some unwanted effect on the fabric around. Just be careful, but it definitely works
I advise you to be very careful using bleach above your head. Spraying it is really bad and with a rag and wet enough to slop it above your head can be dangerous also! Maybe try a old sponge mop (protect floors and all beneath). And I suggest a weaker solution and a lot of time in between. More like one part bleach to five parts water. I personally recommend using the Original Kilts Oil Based. Then paint. It will also have fumes, so open windows and screened doors and do it quick and in the morning. Go out for dinner or eat dinner al fresco (not a rainy day).
Actually, had the same stain on the same popcorn ceiling, I was told to use bleach and water. It worked, just protect yourself and the surrounding area. why not try the bleach answers first. Happy home repair.
On my popcorn ceiling I painted over the spot with Kilz to cover the stain. Then I used a fluffy roller to paint the whole ceiling. My spot did not get smooth so I didn't have to worry about it matching the texture. The paint store would probably tell you how to do it. They are really helpful.
