Over the years I have tried to "fix" peeling ceilings" one, the wall paper was so bad it tore off easily in big sheets, and room was stripped in 30 minutes leaving cracks in the old lathe and plaster, but usually it doesn't and you aren't so lucky in getting it off. If you get a lot of it off though you might find a friend with a hopper and knows how to drywall. Then texture it with joint compound provided the cracks are not so bad the lathe and plaster is coming down too.
The best fix though, is 1/4 inch drywall board, one to two helpers a bunch of 1 1/2 inch dry wall screws, and cover the ceiling. Most likely do it on a weekend. Do a backyard barbecue, salads and beverages, make a party of it. Then with a ladder, joint tape, a trowel made for the purpose, google instructions for covering the seams, part time for a couple of week ends fix and smooth out the seams, texture (otherwise plan on a lot of sanding for smooth), and paint. If it isn't smooth every glitch will show as you sleep.
Otherwise (after putting up the wall board in previous step), you can make a grid on the ceiling with pencil marks, cut boards, 1 x 4 inch, nail them over the seams in a uniform pattern creating a false effect of beams. Finish you beams, painted or natural wood, paint the panels in between after having fixed the screw heads so they don't show in the panels. Rehang any ceiling lights you took down or replaced with new lighting.
This would be the time to spend for new lighting fixture that is LED and save a little over the next five years on your electric bill.
If the wallpaper is peeling you can not paint over it. Peeling will continue. You must remove the stuff before you paint. You may find that you have an old lath and plaster ceiling that is in need of much repair..
paper will peel after so many coats of paint belive I know. My living room is showing it and it makes me sad.
bead board ceilings are lovely. had them in the kitchen of my previous house. just install over what is there. stain or paint, your choice. done
