My kitchen has a popcorn ceiling and it collects dust bunnies that are hard to remove without a big mess. I feel this is because of the grease factor in a kitchen.
You can cover it up with planking-https://www.hometalk.com/diy/-8338545
Be very cautious as this was very popular in the 1960s and contains asbestos. You should consult a home repair expert before pursuing this task.
when you say spackling, do you mean texture? if it is just dirty and greasy, it can be cleaned and painted. or kilz-ed and painted without cleaning. unless the house was built in the 60's the ceiling is hopefully made of gypsum board, which is also known as drywall.
