I've painted over brick fireplaces before, but this stone is rough. The top of the hearth looks like smooth marble, but the bottom is the same rough stone.
There are paints available for repelling moisture. Check with your local paint store to get the right product for the job.
try first cleaning with tsp careful if you have kids around.then a good latex egg shell has shine with out to much shine
It is better to remove and repair wall then attempting to ‘cover’ the brick with paint.
If you whitewash it you don't have peeling.

I panted my sister's rock fireplace surround and didn't have any trouble with peeling (13 years later, still looks great). Clean it well, let it dry and be prepared to put more than one coat of paint. Brick can be quite porous and really soak up the paint. Consider learning how to spray paint it. The rough surface can be a challenge.
