Home Depot has a refinishing kit in the paint dept
They actually sell kits at Home Depot and Lowe’s to do just this. If you’re planning on doing it yourself make sure you sand The countertops first, use a primer and then paint. You also need to put a finishing product on top to seal the paint which usually you need about 4 coatings of this. I will tell you though it does wear down and you must be careful with hot products on top of it or leaving anything wet for a long period of time will leave water spots (white). That’s why I would definitely say to get the professional kit
It can be painted. Sand first so that the paint will adhere better.
There are kits to do this. Can make an old laminate counter look like granite.
