I can't tell what these are made of, but I would think either an acrylic craft paint or spray can paint would work better than latex on these.

If these are concrete. I would use a concrete paint.
Bears are cute. I would think any good quality outdoor latex paint would do the job.
Use a good quality paint made for concrete only like Sherman Williams. I would wash and use a good stringent soap to clean them first. I always give two good coats. Good luck!!!
