Yes, clean as best as you can, make sure you rime it first, then paint, you can even have the primer tinted the same color as the paint.
Is it on the ceiling if your porch? Keep it blue. Superstition that it keeps the "haints" away.
You probably should have it tested for lead....
You can easily cover up the color using a chalk or milk paint
If you do not want to change from the blue to another solid color you could dry brush over it with a teal to give a two tone look or white wash with watered down white and sponge on so a hint of the blue peeks through
